Context

Why this matters now

From 2 August 2026, designated authorities within the EU will begin supervising and enforcing the EU AI Act's literacy requirements (Article 4). Article 4 itself has been in force since February 2025: the obligation already exists. Fines for related AI Act breaches reach €15 million or 3% of global turnover (European Commission, 2026). So if companies haven't documented their organisational effort to support literacy, they will lose their legal safety net if shadow AI triggers an incident and these fines could apply.

And Shadow AI could be in your organisation right now - tools being downloaded or quietly embedded inside CRMs, productivity suites, HR platforms and workspaces, used by staff who often do not know they are using AI at all. If a regulator carried out an audit, would you know the scale of AI use in your organisation? Could you justify how and why an AI decision was made? Could you demonstrate who is accountable and could you prove you took the right measures to support their literacy?
